Why does the digital set top box with my tv make random crackily noises?
Sometimes I'll be watching television and it will make random crackily noises or the screen will slow down for a couple of seconds. It's only been happening since we've got the digital set top box.

Don't worry...your TV is fine , the box is fine.....
When you lose digital data packs, you'll hear pops/crackles in AUDIO and freezing / blocky PICTURE.....NOT NECESSARILY TOGETHER EITHER......
This is likely due to Poor signal getting to the set-top box (or poor antenna situations when you have your own antenna or a satellite system)....
Picture may look good, BUT.....If you go to a Low definition channel (channels 2 to 70 in the USA) and it's noisy, then you have a signal problem from the Cable provider....CALL HIM FIRST! get an outdoor antenna.i have the same problem with you so i got rid of my indoor antenna and bought an outdoor antenna now i can watch without all those problem. try AVS TV Box
