We recently bought a holiday home in Austria with a Satellite system. The previous owners were Dutch but we would like to watch English language programs

The Sky satellite @28 degrees east, is the only one with English programmes, although many others have BBC World and BBC Prime. The web-links below are full of information about getting Sky in Europe. The Plucker is correct. They are a good source of info to get the pictures you want.
Your main issue is whether the previous owners left a dish on the house.
If they did, you may be able to point it to 28e to pick up TV from the UK with a suitable receiver plugged in.
You can receive BBC & ITV and alot of others without a card, any Free to AIR (FTA) satellite receiver will do the job, or you could buy a more expensive Sky box.
The choice is yours.
