Verizon has a line just for dial-up! without haven to pay for phone-service...but its very hard to get...its only in very selective areas! its called al naked line for only around 10 dollars...I constantly check there website to wee if its coming to my area! Yes, dial-up uses land lines at your home. I wasn't aware that land lines had "minutes".. thought that was just cell phones in this day and age. No....Dial up network connection will not work with out a proper phone line with a working dial tone....If your phone service does not work properly it will be hard for you to do anything with a dial up service.....
I would highly doubt they would charge you for minutes if it isn't working.....
But look at the bright side you can check into cable connections or satellite......and if you have a laptop you can even get a wireless connection from a wireless carrier....
If you do get your phone line fixed, I'd look at a DSL line from your phone provider....Its better and faster than dial up....It will allow you to use the phone while your online too....
