why do alot of people in ugansk, ukraine not have telephones in their homes or use cell phones?

i was told that this is a normal thing there---if true, what is the reason that they don't have alot of telephones?

The main reason is cost and reliability.

Installation of a phone in an apartment, in Ukraine, costs roughly $75-100, which is 3-5 months salary for a Ukrainian. On top of that, they pay a per minute charge for making and recieving phone calls. The average "fixed phone" bill in Ukraine, each month, averages $12-20, depending on usage. That is 1/3 to 2/3 of the average Ukrainian monthly salary.

Cell phones are used because:

a) they are pay as you go.

b) the per minute fee, for outgoing calls, is equal to or less than the fixed phones.

c) incoming calls are free (and depending on the provider, they get credit for foreign incoming calls, for usage.

d) they can call anywhere in Ukraine for 1 price (fixed phones incur "long distance" charges).

e) they can carry the phone with them.

Cellular coverage in Ukraine is much better than in the USA, thus it is a reasonable and inexpensive solution (this holds true in all of Eastern Europe and the Baltic States). Very poor area, many people don't have enough money to eat, let alone have a phone.
