In the U.S. there's a service available from Verizon called "Call Intercept" that will screen these calls for you. If you have this service and someone calls you with an "out of area", "unknown", "unavilable", "private" or "anonymous" number, the caller will be told that they need to record their name in order to reach you. If they don't they get disconnected and your phone won't even ring. If they do, they get "put on hold", your phone rings with a special pattern and your caller ID will say "Call Intercept". When you answer, the caller's name is played back to you and you get 3 or 4 choices on how to handle the call - accept, deny, deny a sales call, or send to voice mail (if you have it). *69 them Sign up for privacy manager, then they have to put in a code that transmits their ID. Usually not unless you are the phone company. They either blocked caller ID or come from another network that does not carry the caller ID info across. This sometimes also happens when someone used a Skype-type phone service to call you. Dial "0" and tell the operator you are getting unwanted harrasing calls. They may have an option to track that number.
Many states have *69 which allows you to dial the last number called, but that can easily be blocked.
My state has *59 in addition to the other, this sends the last number that called your house to a special 800 number that you call after about 10 minutes. They won't give you the number, but they will contact it and attempt to get the calls to stop.
Many times it is a business with an auto dialer. (our problem was an out of state fax machine that called at all hours)
If the problem continues you may be able to get the police involved. Dialing the *59, and then calling the 800 number creates a record of the harrasment.
