if its a hum it may not be the phone companies fault. a hum is usualy caused by your line or drop placed next to a power line, florecent lights,.
Best bet is to take ur phone outside to the Network interface box. and disconect the lines from inside. plug ur phone in if it works fine with no hum or buzzin. then u will have to fix the wires inside ur house. Otherwise its the phone companies problem. Phone lines are whats called "balanced" lines. If they become unbalanced ie: one of the two + and - lines becomes disconnected then more than likely it will pick up hum. This normally is the phone companies fault from the line. BUt, to check it, take a normal phone to your customer interface and plug it into the test port. You will need a screwdriver to open the C/O. Does your phone have noise(hum)? Yes: Phone company problem. No: wiring in your home.
