What would cause a land line telephone, NOT A CORDLESS, to make a chirping sound when it's not b

Before responding, please note, this is NOT a cell phone, or cordless phone. It is a home land line phone that plugs into a wall outlet?

My home phone(land line), will periodically make a fast chirp sound, when it's not being used in any way. What would cause this to happen? Does it mean there is some type of activity on the line? It's a very short quick sound, most people probably wouldn't notice it. A "chirp" is the only word I can think of to describe it.

Also, when I try to use my phone during daytime hours, I've noticed static, and sometimes a light echo when I talk to others. However, if I check my phone line very late hours, for instance, around 3 a.m., I don't hear any static. Seems very weird.

The phone does this when it is NOT about to ring. For instance, since sitting here, my roommate and I have heard the chirp sound three times, and the phone has not rang.

You have a serious case of induction going on. (Or, your line may be crossed with another.) Either an induced voltage, (or a crossed voltage,) is activating your ringer very briefly. So briefly in fact that the bell can't actually ring, even once. It takes around 80 or 90 volts AC,(we actually put 105 AC on as ringing voltage!) to make the ringer ring. If you get a 90 volt spike, for say, a tenth of a second...your ringer will try to ring but get only enough energy to give a chirp. Voltage spikes are random, so it will not happen constantly.

The static indicates a ground cross, (physical rather than induced), and its worse during the day because there is more phone activity then. Is your problem worse after a rain?

I'd say your line is crossed. Call your phone Co. and tell then to check for 'foreign battery' or a 'cross' on the line.
