Here's why. When placing an international long distance call (regardless of where the call is from and to), the number must be dialed as follows, in the following order:

International Acess Code (From Mexico): 00

+ Called Country Code (US): 1

+ Called Area Code or City Code: 818

+ Called Phone Number: The rest of your 7 digit number

As a general rule, if calling from a GSM cell phone, the International Access Code can be substituted with a + sign, telling the telephone network to substitute the + sign with the appropriate International Access Code.
