What counts as a land-based phone line?
Currently, I have digital telephone through Cox. I get my phone service from the same modem as my internet. Does that count? Or is a land-based line only through the old fashioned way of telephone wires that are installed in your house?

No a land line is a physical telephony wire into your house. VoiP does not count Land based means not a cell phone. So yours is land based. my friend in Florida has also Cox broadband from them thru the cable modem...its called VoiP ( Voice over Internet Protocol) not its not a land line...a land line is a good old-fashioned POTS line!!!
