Turns out I need new inside wiring for my phone line in my apartment. Shouldn't the landlord pay

I don't think I should come out of pocket for this one. The phone company offered their services for $130... If it was my house, i'd understand, but this is my apartment and I've been here only a year... I'm thinking maybe pay for it upfront so it can get done sooner then have my landlord reimburse me...what do you think?

Unfortunately, no, this is not his problem. However he'd have a real hard time rerenting the place if people knew that they'd have to pay to have it repaired.

You can try to get him to pay for it, but I think a more fair solution would be to split the cost.

Also, if this is inside wiring your paying for, then you have the option to pay an extra $4.00 or so a month and they'll do all repairs (telephone company) for free. If it is outside wiring they are supposed to fix it for free anyway, so I assume it is inside wiring.

Technically speaking you're landlord is not liable for phone line or cable line problems. That is usually between you and the cable/phone company. All he is responsible for is the house and the appliances (such as stove, fridge, A/C, heat, electrical wiring/plumbing.) Anything above and beyond that is your issue.

And the problem may not even be inside the house, sometimes the phone company likes to screw you by saying it is a wiring problem inside the dwelling itself, but they are responsible for any wiring issues outside of the dwelling. Your landlord is responsible. Tell him it needs to be done. If he doesn't take care of it, you have every right to pay for it yourself, and with-hold that amount from your next months rent (with a receipt).
