The previous answers were all good answers, and correct. Additionally, there are RF exposure limits that must be adhered to. The average CBer has no knowledge of such limits and guidelines. Since no technical knowledge of radio communications is required to operate a CB, power is kept at a "safe" limit.
RF energy can be extremely dangerous if not handled properly. Those illegal CBers running excessive power not only endanger their lives, but those around them.
Amplifiers used on CBs are not evaluated by the FCC for compliance to standards, as in the USA, there are NO legal amplifiers allowed in or near this frequency range (including amateur radio). As such, these shoddily built devices further the danger. It's possible that you may create harmonics that affect other devices at other frequencies. 1.-Because the FCC say that!
2.-Because CB radio it's from the beginning thinked for a short distance links, less than 5 to 10 miles.
3.-Because if you put more power into your antenna, you put your signal far away and probably destroy others communications.
