Why is the casing of my son`s PC electrically alive[in Spain]?.Its on a 2xpin wiring system,,.?

Sounds like poor wiring, I'm in Spain with a UK PC and no problems with power supply, even though it is 2 pin, sounds like a problem inside the casing. Having this will blow the fuse on your plug or fuse in your power supply. In electronics the negitive side of the electronic components often connect to earth(the casing of you computer). My guess is that you have modified your plug top or you have a damaged electronic component in your computer. Either way you should get a professional to look at the main voltage wiring and earth the computer with a 3pin plug and replace the appliance cable to 3 wires if you have only 2
