Because the way a screen works is that it refreshes the whole screen line-by-line a bunch of times per second. Its so fast that the naked eye can't pick it up, but in pictures and movies (which are really just a series of pictures), you are capturing the view in a split second and so see the refreshing process in action.
Hope that helps! because both the camera and the computer has light.. If you will notice it moves from down to up or up to down (or vice versa, that is side to side). The picture is refreshing, if you will also notice it doesn't happen with LCD screens (I also think it doesn't do that with plasma but would not know as I don't own one). the camara's fps{frames per sec}is faster than the tv's thus u catch the space between frames .we can't see it because it moves to fast
