It depends. If the VCR is heavier than the DVD player, it might break it. In that case, the other way around would work out.
Bottom line: Watch out if your DVD player has air vents on the top and make sure the VCR is lighter than the DVD player. Otherwise, a VCR on the DVD player could break the DVD player.

The thing you have to watch out for when stacking is that sometimes the item underneath will not have enough air flow and can cause it to overheat. the life of the unit could be slightly reduced due to increased heat - as could the video as hot air rises.
