The same reason why you are taxed for anything in this country. Resources need to be made available to everyone in the country. It needs to be paid for somehow and it makes most sent to add this surcharge to the bills of the only people capable of using the service: cell phone subscribers. While you have never needed to use this service to date, God forbid a situation ever comes when you need to use it, you will certainly appreciate it.
