Why cant you have pay as you go cell phones with no expiration date on the minutes you purchased?

The cell phone carriers make money when you don't use the minutes that you purchase. Even most contract based phones take away your minutes at the end of the month if you don't use all of them. (Except for Cingular, which allows you to rollover your unused anytime minutes for up to a year) Prepaid cell phone companies work much in the same manner. If you pay for minutes, but then don't use all of them, they make more money.
