THE CIRCLE OF AN RCA jack is either mono or stereo.If it is a mono there is only one ring and for stereo there is two.The jack inside consist of two points ,one is the ground and the other is the signal i.e.red for the positive and black for the negative ground and this is of mono type. For the stereo we have three points i.e. one for the ground and the two is the right and left channel.Usually the negative is the ground polarity. neither, does not carry voltage.
Expound on what your trying to do. if you mean RCA, the pin in the middle is the 1 that carries signal.
the outer ring are the ground. if you are trying to make RCA cable , you can share the same ground wire for L and R ring and have seperate 2 wire which carries the L and R signal tht goes with each pin. When used for audio or video signals, there is no polarity since those are AC signals. When use for supplying DC power, there is no standard--you have to measure it to find out. The outer portion is always at ground potential.
