Depends.
If you're using GMA900++/GMAX3000 it's a yes, but NFS:C will look pretty bad (GMA900/950) and pretty slow (X3000- Shader model 3.0) because of emulated vertex shaders (former) and bad drivers (later).
GMA850, say, won't be able to run this game because it has no programmable pixel pipelines.
You can check which model your video card is by Start ->Run-> dxdiag and go to the video tab.
For games like this it is much recommended to use at least a discrete shader-model 3.0 capable graphics card- NFS:C looks much better, and if you have a great card, the motion blur is way above any other game right now. You mean the onboard graphics accelerator. I doubt it.
Go to the following web page from Futuremark and run a scan of your PC. The Game Advisor will then tell you if the game can run or not.
