Whenever I use Image Size or Canvas Size, it changes the whole thing, and not just the particular level I want. I want to be able to resize what is on one specific level (shrink it to fit in with the other levels), and not change the whole thing.

okay, so if you only want to resize the objects on one layer.
Select the layer and press...
control+T (on a PC) or command+T (on a mac)
If you don't want to use the short cuts
Click edit/free transform (same thing)
then you will be able to resize the object on that specific layer.
