I need a program that will allow me to take Hi8 8mm tape, that will read an S-cable, and transfer that onto a DVD.

If you mean that you're going to run this program on a PC and connect the S-Cable to the PC, you also need a video capture card for the PC. For many of these cards, the software that comes with the card does the capturing for you. You then need a DVD authoring program to burn the captured video file to a DVD.
Some video capture cards will capture all kinds of analog video and digital video (DV) from tape.
I have the Canopus ADVC-1394 capture card. Unfortunately this is one of the few cards that comes with crappy software, so I use any of the following to capture the video:
Nero Ultra 7
Pinnacle Studio 10
Ulead DVD Workshop 2
There are free capture programs such as SageTV, but I don't use it because it can't see the Canopus card.
The Nero and Ulead programs can also be used to burn the captured video file to a DVD. Pinnacle is supposed to do that as well, but it doesn't work very well.

When you go to this site, check out the ratings for free programs like SageTV. It will also tell you which cards the SageTV program can see. There's really no need to spend as much money as I did on all that commercial software, unless you're a nitpicker like me.
