Comparing the video quality based on the based setting for each type of recording media, they would rank as follows (from best to worst):
DV (tape - miniDV, digital8)
mpeg2 (DVD and hard disk)
Analog (Hi8, SVHS)
Analog (8mm, VHS) Harddrive is probably best...I prefer DVD myself, though. If the camera is a digital cam (most newer ones are), it depends on the compression, not necessarily on the media.
MiniDV tapes are capable of recording HD Quality, but can also be made to record to lower quality and allow more recording time. The same is for hard drive. DVD's are limited to 720p lines, which is very clear, but not true HD (1080i).
If you want quality video, get either, but make sure you check the maximum quality capability of each. 3CCD HD Camcorders offer the best recording quality regardless of the media.
