For that price I'd recommend the Panasonic PV-GS80 (or PV-GS85 if you need it to take still pictures, with support for a SD memory).
It's likely the best in the 200-300 range. There are others like the aforementioned ZRXXX, but most of the users complain about motor noises. Check out the Canon ZR800 or ZR850. They are both good cameras for under $300 but you get what you pay for!!
